In 2013 the California Department of Education, CDE, created a multi-disciplinary task force that began an intensive two-year study about why our education system was failing students with disabilities. Results were published in a detailed report on May 18, 2015, ONE SYSTEM: Reforming Education to Serve ALL Students, Report of California’s Statewide Task Force on Special Education. This Executive Summary provides clear recommendations in seven identified areas of focus.

5. Accountability
6. Family and Student Engagement
7. Special Education Financing

Additionally, the CDE has continued to advocate for progress through statewide initiatives, the most significant of which is the Multi-Tiered System of Support, that provides a framework to ensure Inclusive Academic, Behavior, and Social-Emotional Instruction for our students through Administrative Leadership; Integrated Educational Framework; Family and Community Engagement; and Inclusive Policy Structure and Practice. In 2021, the CDE  published California’s Progress Toward Achieving ONE SYSTEM: Reforming Education to Serve ALL Students summarizing milestones in each of the seven areas of focus. Yes, we have made progress. And, there is still much to be done.

As a result, in 2015, the CDE launched a statewide effort to address the root causes of systemic shortcomings. Since then, changes in the education system have begun that will improve outcomes for California students. For example, the teacher credentialing system now includes a common trunk of preparation for both general and special educators that includes understanding Universal Design for Learning, Social Emotional Learning, and Evidence-Based Practices—benefiting all educators by enhancing teacher efficacy to improve student outcomes. Additionally, revised Teaching Performance Expectations promote collaboration among educators and foster responsive and inclusive learning environments.
